Old T1 BPOs had to be upgraded becose many owners paid billions for them. It would be very unfair to make their investments worthless.
Many people invest billions in ships and modules that become worthless. Many people invest years in skills that become worthless. Why the **** should T2 BPOs be any different?

Their BPO was just turned into a T2 Expanded Cargo Hold BPO.
